Colonel Katherine Powell (Helen Mirren) is the commander of an international drone operation in Nairobi. From her command center, she attempts to track down and eliminate terrorists without having to be on site herself. Her US colleague Steve Watts (Aaron Paul) is also not on site, but he guides the weapon to Powell's desired target via remote control. During their investigation, Powell and Watts come across two suspected terrorists who are planning an attack in a house in Kenya that will put numerous people in danger.
At first, the command is clear: take them out! However, when a seemingly innocent girl enters the scene, the people behind the heavy weapons are no longer sure how to proceed. While Powell and Lieutenant General Frank Benson (Alan Rickman) are willing to take the risk, the concerned advisors from politics and the Attorney General's Office suddenly get involved.
